Drug & Alcohol Zero-Tolerance Policy

Pima County, Arizona Operations


Policy No: TRL-HR-001 | Effective: May 2026 | Version 1.0 | Owner: Operations

  

ZERO TOLERANCE — Any violation of this policy results   in immediate permanent deactivation from the Taxxi Ride platform. No   exceptions.


Section 1 Purpose & Scope

Taxxi Ride Limited is committed to providing the safest possible transportation service to all passengers in Pima County, Arizona. The Company maintains a strict zero-tolerance policy regarding the use, possession, sale, or distribution of alcohol or controlled substances by any driver operating on the Taxxi Ride platform.

This policy applies to:

• All drivers operating under the Taxxi Ride Limited platform, regardless of driver level (Core I, Level II, Level III, Gold IV)

• All applicants seeking driver status on the platform

• All vehicles operating under the Taxxi Ride brand or ADOT permit

• All time periods during which the Taxxi app is active — including Phase 1 (app on, no ride accepted), Phase 2 (en route to pickup), and Phase 3 (passenger in vehicle)

  

Arizona Legal   Authority: This policy is established in compliance with Arizona A.R.S. §   28-9503, A.R.S. § 28-9552, and the Company's ADOT Transportation Network   Company (TNC) Permit obligations. Arizona law mandates TNC zero-tolerance   drug and alcohol programs.


Section 2 Prohibited Conduct

The following are strictly prohibited at all times while a driver is active on the Taxxi Ride platform:

2.1 Alcohol

• Operating or being in physical control of a vehicle while under the influence of alcohol

• Having a blood alcohol concentration (BAC) of 0.04% or greater while the app is active

• Consuming any amount of alcohol during an active shift or within 8 hours prior to logging on

• Possessing open containers of alcohol in the vehicle at any time

• Accepting a ride request while smelling of alcohol or appearing impaired

2.2 Controlled Substances

• Operating a vehicle under the influence of any illegal drug, controlled substance, or prescription medication that impairs driving ability

• Possessing, distributing, selling, or being in proximity to illegal drugs while the app is active

• Using marijuana or cannabis products, including those legally purchased under Arizona law, within 24 hours of logging into the platform (marijuana impairs driving regardless of legal status)

• Using prescription medications known to impair judgment, reaction time, or motor skills without a physician's clearance on file with the Company

• Misusing any over-the-counter medication that causes drowsiness or impairment while on shift

2.3 Drug Paraphernalia

• Possessing, storing, or transporting drug paraphernalia of any kind in a Taxxi Ride vehicle

• Allowing passengers to use drugs or alcohol in the vehicle


Section 3 Drug & Alcohol Testing Program

Taxxi Ride Limited maintains a comprehensive testing program in accordance with Arizona TNC law and DOT best practices. All testing is conducted by a certified third-party administrator.

Pre-Employment


Required before   first trip — no exceptions. Negative result must be on file.


Application   denied. Cannot reapply for 12 months.

 

Random


Unannounced —   minimum 10% of active drivers tested per quarter. Selected randomly by   system.


Immediate   suspension pending investigation. Treated as positive result.

 

Post-Incident


Required within   2 hours after any accident, collision, or traffic incident while app is   active.


Immediate   permanent deactivation. Treated as positive result.

 

Reasonable   Suspicion


When a   supervisor, passenger complaint, or law enforcement report indicates possible   impairment.


Immediate   suspension pending test. Refusal = permanent deactivation.

 

Return-to-Duty


Not applicable —   Taxxi Ride zero-tolerance policy does not permit reinstatement after a   positive test.


N/A

Substances tested include but are not limited to: alcohol, marijuana/THC, cocaine, amphetamines, methamphetamine, opioids, PCP, benzodiazepines, and barbiturates.


Section 4 Driver Reporting Obligations

All Taxxi Ride drivers are required to:

1. Immediately report to the Company any arrest, citation, or conviction for DUI, DWI, drug possession, or any drug- or alcohol-related offense — within 24 hours of the event.

2. Disclose any prescription medication that may impair driving ability before operating on the platform. A physician's clearance letter must be submitted to operations.

3. Self-report if they are unable to safely operate a vehicle on any given day due to the influence of any substance. Drivers may voluntarily deactivate without penalty for safety reasons.

4. Report any passenger behavior involving drug or alcohol use in their vehicle immediately via the app's safety reporting feature.

5. Cooperate fully with any Company-requested or law enforcement drug or alcohol investigation.

  

Failure to   report a DUI arrest or drug-related conviction within 24 hours is an   independent violation of this policy and grounds for immediate permanent   deactivation.


Section 5 Passenger Complaint Procedure

Taxxi Ride Limited takes all passenger reports of driver impairment with the highest seriousness. The following procedure applies when a complaint is received:

Section 6 Consequences of Violation

  

FIRST OFFENSE = PERMANENT DEACTIVATION. There is no   progressive discipline for drug or alcohol violations. This is a   zero-tolerance policy.

The following consequences apply upon confirmed violation:

DUI/DWI   conviction (any time) 

Permanent   deactivation upon discovery. Background check rescreen triggered.

 

Drug-related   criminal conviction 

Permanent   deactivation upon discovery or failure to report within 24 hours.

 

Allowing   passenger drug/alcohol use in vehicle 

Immediate   suspension. Investigation within 72 hours. Likely permanent deactivation.

 

Failure to   report DUI arrest within 24 hours  

Permanent   deactivation for policy violation.

 

Possession   of open alcohol container in vehicle 

Immediate   suspension. Investigation. Likely permanent deactivation.

  

Arizona A.R.S.   § 28-9503 requires Taxxi Ride Limited to notify ADOT within 5 business days   of any driver deactivation related to drug or alcohol violations. ADOT may   independently revoke a driver's authorization to operate on any TNC platform   in Arizona.


Section 7 Confidentiality & Privacy

All drug and alcohol test results are treated as confidential medical records and are maintained separately from general personnel files. Access is restricted to authorized operations personnel only.

Test results will be disclosed only in the following circumstances:

• As required by Arizona law or ADOT regulatory requirements

• In response to a valid court order or subpoena

• To medical personnel responding to an emergency involving the driver

• With the written consent of the driver

The Company will not disclose test results to third parties, including prospective employers, except as required by law.


Section 8 Driver Acknowledgment & Agreement

All drivers must sign this acknowledgment before being activated on the Taxxi Ride platform. This acknowledgment must be renewed annually.

  

DRIVER ACKNOWLEDGMENT

I, the undersigned driver, acknowledge that I have   read, understand, and agree to comply fully with the Taxxi Ride Limited Drug   & Alcohol Zero-Tolerance Policy. I understand that:

6. Any   use of alcohol or controlled substances while the Taxxi app is active is   grounds for immediate permanent deactivation.

7. I   am subject to pre-employment, random, post-incident, and reasonable suspicion   drug and alcohol testing.

8. Refusal   to submit to testing is treated as a positive result and results in permanent   deactivation.

9. I   must report any drug- or alcohol-related arrest or conviction to the Company   within 24 hours.

10. This is a zero-tolerance policy.   There is no progressive discipline. First offense results in permanent   deactivation.

Section 9 Substance Abuse Assistance

Taxxi Ride Limited recognizes that substance use disorders are a health matter. While this policy requires zero tolerance during platform operation, the Company encourages drivers struggling with substance use to seek help before a violation occurs.

Substance use   treatment  

  

A driver who   voluntarily seeks treatment before a policy violation and discloses this to   operations will not face deactivation solely for seeking help. Drivers must   remain off the platform during any treatment program.
